Vitalik Buterin Backs Ethereum Censorship-Resistance Upgrade With FOCIL Change

Ethereum’s co-founder Vitalik Buterin is supporting a major protocol upgrade. Aimed at strengthening censorship resistance on the network by ensuring all valid transactions are included in blocks.

The proposed change, known as Fork-Choice Enforced Inclusion Lists (FOCIL), will be a core feature of the upcoming Hegota upgrade scheduled for the second half of 2026. Designed to reinforce Ethereum’s commitment to being a neutral and uncensored public blockchain.

FOCIL forces validators to include transactions from the public mempool regardless of origin. Closing gaps where some past blocks have skipped certain transactions, including those tied to sanctioned addresses. Proponents view this as a reinforcement of the network’s foundational principles, though some developers warn that it could raise risk or compliance challenges for validators. Highlighting an ongoing debate over how best to balance censorship resistance and practical network participation.
