U.S. Crypto Tax Exemption Could Boost Bitcoin Adoption and Support BTC Price

A proposed U.S. de minimis tax exemption for small Bitcoin and crypto payments could encourage everyday use. While potentially increasing government revenue, according to research from Cornell Brooks School’s Tech Policy Institute.
The proposal, introduced through S. 2207, would exempt crypto purchases under $300 from capital gains tax, subject to a $5,000 annual cap. Cornell estimates the policy could generate around $859 million in net federal revenue over 10 years, with scenarios ranging as high as $2.58 billion. Removing the tax and reporting burden could make consumers more willing to spend Bitcoin rather than simply hold it, potentially increasing BTC’s usefulness as a payment method and strengthening long-term demand. However, the report cautions that the near-term impact on Bitcoin’s price would likely be small given current payment adoption. Over time, broader everyday usage could help Bitcoin develop a stronger transaction-based source of demand and become less dependent on speculation and macroeconomic conditions for price growth.
