Federal Reserve Enhances Crypto Oversight and Sets Guidelines for Stablecoin Engagement

The Federal Reserve has launched a supervisory program to intensify oversight of cryptocurrency activities within the banks it regulates.
This effort accompanies additional guidelines from the U.S. central bank, directing banks to fulfill prerequisites before engaging in U.S. dollar stablecoin operations. The program, known as the Novel Activities Supervision Program, aims to strengthen scrutiny over innovative actions by financial institutions. It will particularly target novel activities involving crypto-assets, distributed ledger technology (DLT), and intricate technology-driven collaborations with nonbank entities, all aimed at improving customer financial services. The Federal Reserve emphasizes a risk-focused approach, complementing existing supervisory processes.
Simultaneously, the Federal Reserve Board has issued guidelines necessitating banks to meet specific requirements before participating in activities related to U.S. dollar stablecoins. The process, outlined for state banks under Federal Reserve supervision, includes demonstrating sufficient safeguards to conduct stablecoin activities securely and soundly.
These developments coincide with Paypal’s announcement of an upcoming U.S. dollar stablecoin, backed by U.S. dollar deposits and redeemable 1:1 for U.S. dollars. Additionally, Congress is evaluating a stablecoin bill, exemplified by the Clarity for Payment Stablecoins Act, which underscores the importance of comprehensive digital asset regulation and consumer protections, especially for stablecoins.
