EU Tightens Digital Rules as ChatGPT, Reddit and Roblox Face Tougher DSA Oversight
The European Commission has placed ChatGPT, Reddit and Roblox under the strictest tier of the Digital Services Act (DSA). After each surpassed the threshold of 45 million monthly EU users.
ChatGPT was designated a Very Large Online Search Engine (VLOSE), the first major AI chatbot to receive the classification—while Reddit and Roblox were named Very Large Online Platforms (VLOPs). ChatGPT’s search functionality alone reported approximately 159 million monthly EU users.
The three services now have four months to meet additional DSA requirements, including assessing and mitigating risks involving illegal content, minors, mental and physical well-being, fundamental rights, elections and public security. The designation also gives EU regulators greater authority to examine their algorithms and systems. While violations could trigger fines of up to 6% of global annual turnover. The move is particularly significant for AI companies. As ChatGPT’s classification establishes a potential regulatory precedent for other large generative AI services operating in Europe.
