Crypto Legislation Moves Forward in Guatemala with New Draft Bill

Guatemalan Representative Shirley Rivera has introduced a draft cryptocurrency bill aiming to position the country as a regional leader in crypto regulation.
The 15-article proposal promotes financial inclusion, allows voluntary crypto payments without granting legal tender status, and exempts personal crypto transactions from capital gains taxes. Crypto wallets and exchanges would fall under the supervision of the Superintendence of Banks and must register to operate legally. The bill reflects growing crypto adoption, with institutions like Banco Industrial already using crypto for services like remittances, despite the Central Bank’s stance that cryptocurrencies remain investment assets, not money.
