Circle Pushes for Strong U.S. Stablecoin Rules Under GENIUS Act

Circle is urging the Office of the Comptroller of the Currency (OCC) to finalize a strong regulatory framework for stablecoins under the GENIUS Act. Arguing that clear and consistent rules are essential for the future of digital dollars.
The USDC issuer believes standardized oversight could improve trust, protect consumers, and strengthen the U.S. position in global digital finance. The proposed framework would establish national standards covering reserve management, redemption rights, risk controls, cybersecurity, and operational readiness for payment stablecoin issuers. Circle emphasized that regulated stablecoins should remain fully redeemable. Interoperable across platforms, and supported by high-quality reserves to maintain confidence at scale.
Circle also warned that uneven regulation between issuers could create market fragmentation and weaken trust in the sector. If finalized, the GENIUS Act framework could become one of the most important regulatory foundations for stablecoins. Shaping how digital dollars are used globally in payments and financial infrastructure.
